Wga Legacy Property Management – Right after Hurricane Harvey, everyone in Houston thought evictions were going to be a problem. There was much media coverage of evictions of vulnerable populations, including the heartbreaking stories of low-income tenants and seniors in a Harris County assisted living facility.
Houston’s mayor struck back, asking private landlords to be reasonable and flexible with their tenants by suspending late fees until September.

More than six months have passed since Harvey, and evictions have made their way through Harris County’s civil justice system. We have data. So I set out to answer a handful of embarrassing questions:

Layoffs are on the rise. Houston was already comfortable with evictions, setting records for cases filed nearly every month for a year before Hurricane Harvey.
Looking at Harris County eviction data since January 2014, it is also clear that evictions follow a seasonal pattern. Evictions are at their peak in January and the summer months, and at their lowest in February and the winter months.
Eviction cases filed in 2017 took off a month or two before the storm. Then the activity slowed down in September, overcorrected slightly in October and returned to normal until the beginning of 2018.
In September 2017, only 2,387 eviction cases were filed, which is 23% less than a year earlier. Did landlords listen to Houston’s mayor? Not very long, because during the next month we saw each other year after year

From 7%. Until the end of 2017 and the beginning of 2018, the number of eviction cases fell back to the normal trend. If landlords show mercy to their tenants, it is not reflected in the number of cases filed.
Aside from a brief blip in evictions, Hurricane Harvey’s impact is a little harder to see. I wanted to know more about where people were being evicted. Did they live in flood prone areas? Will they be evicted one at a time or one complex at a time? Which landlords own which properties?
This map represents all locations with two or more evictions since Hurricane Harvey. The first layer shows circles proportional to the number of evictions in a given location. The second layer shows the locations by characters, so you can see exactly where they are. The third layer summarizes the total number of evictions by census block group, which can be useful when evaluating demographic, racial, and income data from the US Census.
I was also curious about the companies that own these properties. When I dug through the eviction records, one of the first things I noticed were all the misspellings and typos in the business names:

If you count the cases and look for an exact match, it won’t give you an exact number. So I went through and fixed many mistakes.
Finally, I wanted to know which landlords filed the most eviction cases, how many they filed, and how much they got in judgments.

Each eviction document shows the date of the case file and the date of the judgment. With these two fields, we can calculate the number of days it will take to process the case in court.
If your landlord sues you for eviction, what are the odds of winning? Apparently twice as good as Harvey, although the odds are still pretty low:
This information covers all eviction judgments issued in Harris County civil court since January 1, 2014. They only include cases where judgment has been given, so it does not include pending cases. This can skew the extremely recent results (ie there will be fewer ‘sentencing’ cases in April and May 2018 as cases have not yet passed through the system).

If you’re really into monotonous tasks, you can survey the Harris County court system and create eviction orders for up to 31 days at a time. However, you must resolve this matter in court. I wrote a scraper that I’m happy to share upon request.
Each eviction document contains the name and address of the plaintiff and the name and address of the defendant. I did my best to fix typos and geocoding accurately, but it’s an imperfect process. These typographical errors may result from small calculation errors. They do not materially affect the results of this analysis.
