Umpqua Community Property Management – Did you know that over 700 people are homeless on any given night in Coos and Curry counties? Although often viewed as an “urban” problem, homelessness and housing insecurity also exist in rural communities. While the causes of homelessness are complex, the solution is well-known – affordable housing where people can access services to help them stay out of long-term homelessness.

A group of South Coast organizations recently developed a solution to end homelessness in the Coos Bay area. NeighborWorks Umpqua, Umpqua Community Property Management, Coastal Oregon Community Action and the Devereux Center are collaborating to develop a Permanent Supportive Housing (PSH) project in the region. Our organizations have been selected to participate in the 2020-2021 Oregon Supportive Housing Institute. The Institute is a six-month intensive training and technical assistance program run by the Supportive Housing Corporation and sponsored by Oregon Housing and Community Services. Eight teams from Oregon are participating in the institute.

It combines affordable housing with reliable and comprehensive support services to provide people with long-term housing. PSH is a partnership approach between housing developers, managers and service providers. Based on the “Housing First” philosophy, supportive services and housing provide a platform for people to work toward their life goals. When residents acquire long-term housing, they have the same rights and responsibilities as any other resident.

Our partnership started in October 2020 and we will spend the next six months working together to plan the PSH project. The team is planning at least 30 units. The location of the project is determined; Depending on the availability of services in the Coos Bay area, it may be in the Coos Bay/North Bend area.

Kasilita Katoa, Assistant Project Manager at NWU, said about the Institute: “The first week of the PSH Institute was amazing! I have a better understanding of the Shelter First approach and principles. However, the biggest takeaway for me is that when planning PSH projects, our priority should not only be to provide housing, but also to provide tenants with the services and support they need to stay in housing.” At the end of the institute, the team can apply for project funding through Oregon Housing and Utilities.

This effort is a continuation of our broader regional efforts to address the housing needs of the South Shore. In addition to this PSH project, NWU is working to build affordable housing, preserve affordable housing from Roseburg to White City, and from Reedsport to Brookings. We are also coordinating with regional and local partners to implement the Housing Action Plans developed for Coos and Curry Counties in 2018. NWU is proud to support these community efforts and work with our partners to bring housing solutions to the region.

CEO Merten Bangeman-Johnson and COO Trisha Ingalls are both absent. Bangemann-Johnson has been CEO for less than six years. Ingalls joined NeighborWorks Umpqua in 2018 as Director of Operations. He was promoted to COO after nine months and has been with the agency for less than three years, agency officials said.

Their departures were announced in a three-paragraph email sent Friday by NeighborWorks Umpqua. Bangemann-Johnson or Ingalls were not named in the brief.

It reads in part: “No success comes without challenges. The NeighborWorks Umpqua board is taking the organization in a new direction with the departure of its CEO and COO. Through careful and thoughtful action, the NeighborWorks Umpqua board has engaged strong interim leadership to guide staff and the organization through this transition and continue to operate during these challenging times.”

“We are grateful to be a part of the continued health and growth of our southern Oregon community and deeply appreciate the continued support of our mission,” Randall Mason, NeighborWorks Umpqua board chair, said in an email.

NeighborWorks Umpqua has named John Fowler as interim CEO. Fowler said he retired Dec. 31 as CEO of the nonprofit in San Luis Obisbo, Calif. He has been there for 10 years.

Both NeighborWorks Umpqua and People’s Self Housing are affiliates of an organization called NeighborWorks America, Fowler said, and over the years he’s gotten to know people at NeighborWorks Umpqua and vice versa.

Fowler said she is also a consultant, and in October, Bangemann-Johnson asked her to check out NeighborWorks Umpqua.

“Merten brought me to the organization. He was struggling with some financial issues,” Fowler said. “I am a CPA by profession. He thought I’d come in and look under the hood, and I did.’

Fowler said he could not discuss the details of Bangemann-Johnson’s and Ingalls’ departures because they are related to personnel matters. NeighborWorks Umpqua has hired an East Coast recruiting firm to conduct a national search for both a chief executive officer and chief financial officer, Fowler said. It’s not yet clear whether the agency will also hire a chief operating officer, he said. A recruiting firm has been called in to search for a chief financial officer and that search is nearing completion, Fowler said. The agency has been without a CFO since last May, he said.

“The process for the CFO is ongoing and we have good candidates, and I hope to get someone on board very soon,” he said. The CEO search is expected to take about three months, Fowler said.

LOCAL PROJECTS Fowler said CEOs come and go “all the time,” but acknowledged that what makes this situation a bit different is that two top executives are leaving at the same time. He said that may be because Bangemann-Johnson worked with Ingalls before she took over as CEO and brought him to the agency.

“There was a decision by the board that the direction of the CEO and the COO was not a direction shared by the board,” Fowler said. “Thus, there was a parting of ways and a new direction for the board.”

NeighborWorks Umpqua was founded in 1991 as the Umpqua Community Development Corp. The primary mission of the organization was to develop affordable housing in Douglas County. In 1999, the agency added community-based economic development to its mission and expanded its service area to cover all of rural Oregon. The agency currently serves residents of Douglas, Coos, Curry, Jackson and Josephine counties.

Deer Creek Village, located at 2843 Douglas Avenue SE, is slated for completion this spring and applications are being accepted. The complex consists of 68 units ranging from studios to one and two bedroom apartments. It provides housing for veterans, individuals and small families making less than 60% of the area median income, or about $33,000 a year. Rents range from $305 to $795, depending on unit size and household income. Umpqua Community Properties manages the property.
