Chicago’s third ghetto is a cluster of “thin,” outlying neighborhoods that resulted from the demolition of public housing in the “second ghetto” neighborhoods surrounding the central business district. The third ghetto shared some characteristics of the first and second ghettos—namely, the racial and economic segregation of the resident population. However, it also reveals unique, contemporary features. While the second ghetto is not deprived of public investment such as CHA developments, schools, police stations, and other public works, the third ghetto, on the contrary, is a vacuum of private and public investment. It is also increasingly isolated, spatially, from neighborhoods of increasing prosperity. This disinvestment created the underlying conditions for poor and working-class Black residents to feel marginalized or left out. This article traces the national and local sources of neoliberal urban reforms in the 1990s and 2000s that began in Chicago’s third ghetto.

He is the author of Racial Democracy and the Black Metropolis: Housing Policy in Postwar Chicago (University of Minnesota Press) as well as numerous articles and book chapters. Professor Smith’s research interests include black politics, race and housing, and urban renewal.

Larry Bennett Larry Bennett is professor emeritus of Political Science at DePaul University. His books include The Third City: Chicago and American Urbanism (University of Chicago Press) and the co-edited Neoliberal Chicago (University of Illinois Press). Professor Bennett is co-editor of the Temple University Press book series, Urban Life, Landscape, and Policy.
