His company, 417 Rentals, has been thrust into the city’s collective consciousness recently as dozens of its nearly 500 properties go into foreclosure, raising questions about the state of rental housing around the city and what to do about its hundreds of tenants who can’t find other housing. The investigation revealed that the homes were damaged beyond repair due to a lack of proactive repairs by the Gatley company and limited city power to inspect rental properties. And few options for people with high barriers to housing filled their properties despite Gatley’s negative reputation and sometimes deplorable housing conditions.
City leaders are poised to renew calls to reduce nuisance properties, and at a recent candidate forum, several council members said they’d be willing to consider a rent inspection program. But it’s unclear what the community should do about the broader issue of finding housing for people whose last resort has little landlords to give and affordability.
A property manager at 417 Rentals did not return a request for comment for this story, but during his bankruptcy court proceedings, Gatley has largely blamed tenants for the problems at his home.

417 Rent filed for bankruptcy in 2017 claiming $19 million in debt, and in January, a federal bankruptcy judge dismissed the case, citing Gatley’s failure to comply with court orders, file monthly operating reports and U.S. The trustee failed to comply. During that process, the city’s attorney called 417 Rentals a “public danger” that would continue if his petition is approved.
The whole situation was also complicated in late January when Gatley was shot and spent several weeks in hospital in critical condition. One of his property managers said earlier this month that Gatley has been released, is on the mend and can sign checks and run his business again.
According to an email from a Greene County Sheriff’s Office spokesperson last week, the shooting remains under investigation.
On Wednesday, a judge rejected Gatley’s last remaining appeal in a personal bankruptcy case, clearing the way for Gatley’s remaining creditors to foreclose on hundreds of his homes.

Gatley began buying homes in Springfield in the late 90s. Over the next 20 years, and especially during the housing crisis of a decade ago, he would accumulate hundreds of single-family homes scattered throughout Springfield’s mostly working-class neighborhoods, county assessor’s records show.
He used several names to rent the units — Holly Rentals, New Vacancy, 417.Rent, Queen City Rentals — but they were all managed and owned by the same team.
City records show that in 2014, neighbors started calling about dumpsters and trash strewn across the street. Tenants said they were experiencing sewage backups.
But at the time, Mandy Wilson was also looking for an affordable place to live with her young son and husband. She found an ad for Holly Rentals, which boasted a nice apartment in a small apartment complex.

They moved in, and Wilson said the place wasn’t bad—her neighbors were nice, the unit was relatively clean.
Six months later, Wilson said she and her husband separated and she fell behind on the rent. 417 rent filed for eviction and she was evicted out of nowhere.
Gatley offered her the chance to return, and she accepted two years later, along with her son and current husband.
In 2017 alone, the city received six complaints about roaches or bedbugs at Timber Wood Apartments, but at least one of those investigations was closed after the city determined the single-unit infestation was a tenant problem.

“If you want something nice, you can’t get it,” Wilson recalls. “There was at least one shooting a week. There were gangsters, gangsters. We found needles in the driveway.”
One day in 2018, Wilson and her family returned from vacation to find a note saying Gatley had sold the apartment without warning. He offered to stay with her in a separate house on West Page Street.
When another landlord was unwilling to accept her husband’s felony record, Wilson paid a $145 holding fee and $650 for the first month’s rent.
The back room was filled with black mold and Wilson waited 10 days to get hot water. The electrical system was so bad it “looked like Larry the cable guy put it together,” she said.

“I had to put a roof over my son’s head,” she said. “Chris (Gatley) is shady and all, but I just found a landlord who will work with us.”
Wilson’s financial problems, as well as housing conditions and her eviction, are common topics brought up by current and former tenants.
Michelle Garand, vice president of Community Partnerships of the Ozarks, which works to help people find housing, said Gatley, for all his faults, is filling a void in Springfield’s housing market.
“For many people, there was easy access to mainstream housing,” she said. “It was a step before homelessness or it was a step away from homelessness.”
