At a rally organized by Baltimore Renters United on Wednesday, residents in three Reservoir Hill buildings said their landlord failed to address broken elevators, pests and other housing problems.

A crowd of about 30 people, including immigrant and refugee families and elderly and disabled tenants, gathered outside Temple Gardens Apartments despite heavy afternoon rain.

Tenant Cynthia Murphy said the building’s elevators were not maintained in accordance with state law and the Americans with Disabilities Act.
“They go down sometimes weekly, every two weeks, and it takes them so long to fix,” Murphy said. “This is unacceptable. Many of our residents cannot walk up stairs. They are disabled.”
Anthony Worley Sr., who uses a wheelchair and lives on the 10th floor of Temple Gardens, said elevators broke for weeks at a time, making it difficult to get to his doctor’s appointments.
“The elevator is always broken,” Worley said. “We need our elevators so we can get in and out of our building.”

Tenants from Emersonian Apartments and the Esplanade, both on Eutaw Place, joined the protest. All three buildings were elegant residences at the beginning of the 20th century, a symbol of the grandeur of old Reservoir Hill.
Ellena Prince, a resident of the Emersonian, said she has lived in the Eutaw Place building since 2007 but has seen a sharp decline in the quality of property management in the past few years. “They still don’t address our problems,” Prince said.
Israel Roizman, co-general partner of Roizman & Associates, said Thursday that the owners plan to fully renovate the buildings soon, including replacing the elevators.
Roizman said the owners have addressed tenants’ concerns, including taking care of the elevators. “We spend a ton of money,” he said. “We have exterminators monthly, and if we need to bring them again, we will.”

Murphy said in an interview that the tenants had not heard anything from the owners of the buildings, although they sent certified letters listing their complaints. “These are slums,” he said.

A few children took the microphone to say that their families were struggling to pay rising rents. One man, an Afghan refugee who asked not to be identified out of fear for his family’s safety, showed a reporter a video of whiteflies swarming his carpet and said the mice in this unit had scared his children.

Baltimore Renters United organizer Indigo Hull said other tenants have complained of severe mice and cockroach problems, exacerbated by overcrowding of trash rooms. Hull also described a tenant with a leaking hole in his roof that led to mold growth.
“Where is Baltimore City enforcement?” Hull said. “This has gone on for too long and too many buildings in the city tolerate these conditions.”
The Baltimore City Department of Housing and Community Development has received 47,568 requests for sanitation services throughout the city this year, according to spokesman Kevin Nash. Nash wrote in an email that city staff responded to and closed requests within an average of three days. He said broken elevators do not come under the department’s jurisdiction.
Organizers blamed city inspectors and the Department of Housing and Community Development for failing to enforce code provisions. Chanting “Housing is a human right, fight, fight, fight,” protesters called on the city to do more to force landlords to address renter complaints.

Yevgeny Roizman, a high-profile Russian dissident and former mayor of the city of Yekaterinburg, was detained on Wednesday morning, allegedly refusing to publicly refer to Russia’s invasion of Ukraine as a “special military operation.”
“This case revolves around one phrase – ‘the invasion of Ukraine,'” Roizman told reporters as police escorted her from her apartment in a video posted to social media. Roizman was formally charged with defaming the Russian armed forces through his popular YouTube channel, state-controlled Russian media outlet TASS reported, citing local law enforcement sources.
Moscow has long faced criticism for suppressing free speech and media, but has upped the ante with recent legislation that has effectively criminalized public criticism or independent reporting of what Russia prefers to refer to as its “special military operation” in Ukraine.
Article 280.3 of the Russian Criminal Code prohibits “public actions aimed at discrediting” the Russian armed forces, specifying penalties of up to three years in prison for crimes. Article 207.3 prohibits the dissemination of “intentionally false information” about the country’s army, under the threat of a prison term of up to 15 years. These reforms are worded with characteristic ambiguity, incorporating law enforcement authorities to address a wide range of activities deemed unfriendly to the Kremlin’s narrative of Ukraine’s conflict. To that end, Roizman’s arrest is among the latest iteration of the dozens of criminal cases and thousands of detentions that Russian authorities have carried out in recent months.

According to TASS, Roizman has been formally charged under Article 280.3. His YouTube channel features impassioned criticism of Russia’s ongoing invasion, with no apparent effort to articulate the conflict in Kremlin-friendly language.
Roizman rose to prominence in the late 1990s and early 1990s for leading controversial efforts to combat Yekaterinburg’s then-growing heroin problem. His initiative, A City Without Drugs, attracted praise for its effectiveness, and criticism for its harsh methods, which included capturing drug users in actual addiction and raids against suspected drug dealers. On Sunday, November 5, Owen Roizman, one of the greats of ASC, was warmly greeted by an audience of his friends, family and peers – briefly bringing him to tears of joy. This happened during a meeting at the ASC Club in Hollywood to celebrate the esteemed cinematographer’s well-deserved honorary Oscar in 2017, which will be presented to him on Saturday, November 11, during the Academy of Motion Picture Arts and Sciences Governors Awards (read more about that here).
