The Estes Park Town Council and Larimer County commissioners have grappled for more than a year with how to balance the market forces driving the growth of short-term rentals in and around Estes Park for residents to find neighbors rotating and disruptive. Throw in the extra pressure short-term rentals put on an already tight housing market and the pressure to find an answer becomes palatable.
However, Estes Valley residents hoping for an answer to relieve pressure before the summer tourist crush were ultimately disappointed.
An early April meeting between the city council and county commissioners regarding potential short-term rental regulations hit an impasse over a proposed cap on the number of rental permits that would be issued. The commissioners wanted a leader; the board did not.
A few days later, an election in Estes Park brought in two new trustees and a new mayor. This doesn’t necessarily put the negotiations back on track, but it certainly drains them of any momentum.

Newly elected Estes Park Mayor Todd Jirsa said the new council still needs to approach the issue. An informative work session is still in the works, although a date has not been set. Meanwhile, Memorial Day, the unofficial kick-off of summer, will have come and gone.

How deep the discussion goes into the summer, or even beyond, remains the question. County commissioners — two of whom are up for re-election in November — think the pressure is off, at least for now.
“Now that we’re beyond that time, I think it removes some of that crunch,” Commissioner Tom Donnelly said recently, referring to the new board of trustees. Elected officials regularly try to push issues before their terms end, and even replacing one or two board members can change the urgency felt around a given issue.

As the city’s new leaders meet, a task force of potentially affected parties is being convened to form recommendations for a path forward. It has a stated focus on high occupancy rentals. Estes Park Mayor Pro Tem Wendy Koenig, who has argued against capping rental permits in favor of better enforcement of nuisance rules, declined to comment until the task force has completed its work. .
Jirsa is also awaiting the task force’s recommendations, but said he is not inclined to support any regulation that targets a specific sector or type of business.
County Commissioner Steve Johnson is still hoping for a compromise of some kind, or, “hopefully the new council will agree with us.”
He led the argument for a short-term rental cap in the Estes Valley while offering a horror story about Key West, Florida, a popular tourist resort in the southern tip of the state. There, he said, a rampant real estate market eventually drove all the locals out of town because they could no longer afford to live there.

He paints a similar picture of Estes Park, pointing to an economic development study that showed a 46 percent decline in residents aged 35 to 44 between 2000 and 2013, and a 2016 report commissioned by the Estes Park housing that showed 197 renters who were displaced in the past five years because their units were converted to short-term rentals.
“We didn’t think (the proposed regulations) would protect people, renters specifically, or the character of the city,” Johnson said in a recent interview.
He doubted that market demand for short-term rentals would subside anytime soon, leading to a loss of even more rental units and driving even more of the workforce out of Estes Park.
“I think I could eat all the Estes rental units,” Johnson said. “Look at the growth curve, I don’t think it shows any sign of leveling off.”
