Deforestation and deforestation are common challenges for countries that rely heavily on wood fuel. To reduce damage to forests, governments are making efforts to manage logging and increase the supply of trees. They promote alternative energy sources and energy efficient stoves. They regulate actors in the value chain, entrust forest management to local authorities and launch afforestation campaigns. They also, usually less intentionally, enable smallholder farmers to produce commercial wood fuel. In Madagascar, the government appears to have come a long way in creating the conditions to encourage private sector tree cultivation. Forest plantations, trees and isolated trees flourish on the island. In this case study, we examine the environment in which trees can be grown in three regions of the country. To do so, we describe the production, governance, and business factors that encourage or hinder the widespread use of smallholder tree farming to supply carbon to urban centers. In the process, we identify options for intervention applicable to Madagascar and other countries whose forests are threatened by the high dependence of their urban centers on wood fuel. .

The Water and Energy for Food Grand Challenge (WE4F) has launched a call for innovation at the interface of water, energy and food. In countries that rely heavily on wood fuel, excessive logging often threatens the remaining natural forests. The governments of these countries are implementing various strategies to reduce this practice, protect forests and increase the national tree area. They promote alternative energy sources and energy efficient stoves. They regulate actors in the value chain, entrust forest management to local authorities and launch afforestation campaigns. They also (usually to a lesser extent) enable individuals to produce commercial wood fuel. In Haiti, these conditions appear to have been met without deliberate government policy. Sustainable small-scale charcoal production is thriving on the island.
In order for other countries to learn from Haiti’s experience, this case study explores the reasons why hundreds of thousands of Haitian smallholder farmers invest limited resources in wood fuel production. A strong market encourages the production of wood fuel, especially charcoal. Scarcity and poverty also contribute to this practice: the lack of natural forests, lack of alternative forms of energy, labor shortages and the absence of more profitable sources of farm and off-farm income encourage small farmers to take up this livelihood. Looking at Haiti’s experience, we provide recommendations for informing donor investments that support sustainable tree cultivation and reduced logging of natural forests for wood fuel. We emphasize the importance of inclusive markets that meet the income and flexibility needs of smallholder farmers; potential of customary land management institutions, local technical skills and available tree species; and the need to align design with smallholder production resources and livelihood strategies. Our findings also provide insights into a topic of broader interest to the development community: how to use economic incentives to protect and restore natural resources.
