Buffalo-based Norstar Development USA is proposing an eight-bedroom apartment complex and a large three-story mixed-use building for a large parcel of vacant land in the southeast corner of Michigan. Avenue and East Eagle Street, on the edge of downtown Buffalo.

It will be adjacent to Norstar’s two L-shaped headquarters less than a block to the south, at the corner of Michigan and South Division Streets. Norstar has owned the 2.15-acre property at 375 Michigan since 1996. It owns the Sunrise II Mini Mart, which still resides on the property.
Instead, the developer is focusing on the land surrounding the mall. Norstar wants to build two two-story buildings on the northeast side of the property in East Eagle. Each building has four rental apartments.
The remainder of the site to the south is a three-story L-style mixed-use building in Michigan, with a retail or commercial space on the first floor, and mixed-use rental units on the upper floors.

As part of the plan, the developer is seeking to rezone 1.68 acres on the north side of the property from a “mixed-use center” to a “mixed-use edge,” allowing for adjacent building. The current zoning would include a large three-story mixed-use building.
