Cambridge council needs to sign off on two reports – a heritage impact assessment and traffic study – before construction of the one-million-square-foot warehouse is expected to begin.

Blair residents were caught off guard by the mid-week announcement of a special council meeting next Tuesday to discuss the same issue, and they say it feels like a deliberate attempt to discourage public consultation – the crux of a nearly year-long battle. This project.

In an email, a Cambridge city spokesperson said that “staff requested a meeting focused on this agenda item because it is expected to bring a large delegation.”

“There were many possible dates for this report to come forward, as is the case with any other report. In general, agenda management is fluid based on many different internal and external factors,” the city said.

In response to the public outcry, Cambridge Council said residents would have the opportunity to formally comment on the project when heritage and traffic studies were prepared to be presented to the council.

The city’s Municipal Heritage Advisory Committee must approve heritage reports before they go to council for final approval. Last month, the heritage committee rejected Broccolini’s heritage report and did not support its warehouse project.

During question period in the Ontario legislature Thursday, Cambridge MPP Belinda Karahalios directly asked Municipal Affairs and Housing Minister Steve Clark what he plans to do about the controversial project he approved MZO in August.

“I would like to ask the minister again, if there are any assurances to control any city councils from undemocratically pushing through programs against the will of constituencies?” Karahlio asked.

Clark said if Karahlios has a problem with Cambridge council, he should talk to Mayor Catherine McGarry.

Karahalios asked if Clark would revoke the MZO, to which Clark replied: “If he has a problem and the residents have a problem, they can go to a council meeting and they can express it. It’s that simple.”

Late last year, Clarke threatened to cancel the MZO unless Cambridge provided evidence of consultation with the public and Indigenous communities. His office did not say whether Cambridge Council met those requirements.

Clark’s office said Cambridge council could request the province revoke the MZO at any time. City councils in Stratford and Pickering did the same when they asked each province to scrap MZOs in their respective cities after public outcry.

At its Aug. 18 meeting, council approved in principle a request for a Ministerial Zoning Order (MZO) for Poplar Wellness Village, a $2-billion project proposed for Collingwood’s east end.

The MZO would allow the property to be rezoned from industrial to mixed use, and allow the Minister of Municipal Affairs and Housing to bypass local planning approvals in the hope of speeding up development.

The project, a partnership between Depos Management and Live Work Learn Play, will include a health and wellness village, knowledge-based businesses and 2,200 affordable-housing units.

As part of its approval, the council imposed several conditions, including that 10 percent of the housing stock be attainable and that 645,000 square feet of employment land be in the form of office, institutional and light industrial uses.

Council has also asked the mayor, deputy mayor and town solicitor, as well as developer representatives, to meet with provincial representatives to discuss the MZO. If the project does not go ahead, or the land is put up for sale, the MZO will be revoked.

The village is proposed to boast of several districts including Regional Health Hub, Market District, Aging-in-Place District, Eco-Wellness District, and Center for Excellence in Sports Medicine District.

Once the MZO rezoning is fully approved by the province and the city goes through the planning process, developers hope to break ground 12 to 36 months later.
