Because the McKinley Apartments would be located in the proposed East Residential Tax Increment Financing (TIF) district, Lehman could receive TIF funds to offset the cost of the project. The council would also need to approve a formal redevelopment agreement with Lehman after the TIF district is created.
A resolution to appropriate $936,000 in motor fuel tax funds for street maintenance in 2022 passed 6-1. According to Pekin City Engineer Josie Esker, the Illinois Department of Transportation requires a resolution to be passed before any MFT funds are spent. The city proposes to spend $100,000 for materials to be used by the street department, $240,000 for salt, $135,000 for electricity for street lights, $11,000 for electricity for signal lights, $150,000 for asphalt patching, $50,000 for sealing. cracks and $250,000 for Riverway Drive mill and overlay. Esker noted that the resolution is easier on projects than in recent years, as recent street maintenance projects have somewhat reduced the city’s MFT funds.
“This is the direction we need to go,” she added. “If we want to do more street maintenance, we can always add more MFT resolutions later.”
Council member Rick Hilst, who voted against, based his opposition on the priority of the Riverway Drive mill and overlay project.
