Lacamas, Round and Fallen Leaf Lakes contribute to our overall quality of life, local economy and civic pride in Camas. Camas residents and visitors have enjoyed going to these lakes for decades to fish, swim, boat and recreate. Lakes are not only a great place for people to recreate, but also serve as an important habitat for wildlife.
Lacamas Lake recorded two algal blooms in 2018, three or four in 2019, and a continuous bloom from April to October in 2020. Nearby Round Lake also has increased blooms, and Fallen Leaf Lake had its first bloom in 2020. In 2021, Lacamas Lake and Round Lake only reported blooms with cyanotoxins (microcystins) above state recreational limits in July. Nothing. As of August 15, 2022, two algal blooms with cyanotoxins above the recreational threshold were reported in Lacamas Lake, one in Round Lake, and none in Fallen Leaf Lake.
In summer, when Lackamas Creek flows decrease, lake water circulates less and temperatures rise. Both of these conditions facilitate algal blooms.
Blooms in 2020, 2021 and 2022 were severe enough for Clark County Public Health to issue hazard advisories for Lackamas Lake and Round Lake to protect public health. Early analyzes show that water quality in all three lakes is changing, which will continue to lead to algal blooms if we don’t act.

In the first phase we talked to stakeholders about their concerns about the lakes. Their thoughts and feedback have been incorporated into a plan for ongoing data collection and water quality monitoring, lake management measures, and public outreach and education.
Poor water quality has existed in lakes for a very long time and many efforts have been made over the decades to study this problem and determine the possible causes.

The state and the Department of Ecology made efforts in the 80s, 90s and 00s to study water quality and work with large landowners (primarily dairies and ranches) to make improvements within the watershed that helped improve water quality. The attempts helped, but it is a very complex problem and there are many possible problems and causes. New concerns may have developed since then.
Recent algae blooms prompted the city to take the lead in looking specifically at the lakes — not only to identify potential causes or sources of poor water quality, but to develop a management plan that can be used to actively improve the water. . The Department of Ecology is completing work in the upper watershed of Lake Lackamas to develop and implement a water cleanup plan.
The city coordinates closely with the Department of Ecology. The City’s Lake Management Plan and Ecology’s Water Cleanup Plan must be completed simultaneously. Coordination and involvement of the majority of state and local agencies, landowners and the public will be critical if we are to have any success. Studies of nutrients come from the Lackamas Creek watershed — which is outside the city’s jurisdiction.
Gathering the facts and crunching the numbers helps us identify the most cost-effective lake management measures that will help improve water quality.

The project is usually done according to the schedule. Initial discussions with experts in the field indicated that it would take at least a few years to gather all the data and formulate good strategies. This type of project can be difficult because the project needs to build on itself, that is, one phase leads to understanding the requirements for the following phases.
Since work began on the Lake Management Planning process in July 2021, we have met with the Lacamas Lake Advisory Committee, local and state agencies, City Council, large landowners, the Parks and Recreation Commission and lake users to share information about the project. We shared information about the project at several community events in the summer and fall of 2021 and conducted a survey to understand how people use the tanks and what the community’s expectations are for the tanks.
Annual Lacamas Lake And Round Lake Drawdown
We are planning many more ways to engage the public for Phase 2. We have already held our first private open house to share information about the project and ways we can address water quality. We will have another open house this fall and participate in the annual Lake Drawdown Cleanup on October 1st.
Once developed and as part of implementing the lake management plan, we will identify the best suited party(ies) to carry out those actions. Possible parties may be one or more public entities
