The inquiry, which included contributions from tenancy reform campaigner Ajay Jagota, looked into the issue of money disappearing from insurance-based tenancy deposit schemes
£2.4 billion of the UK’s £3.2 billion in rental deposits are held in these schemes, which involve deposits handed over by tenants that are retained by their landlords or landlords. Speaking to the programme, Oliver Colvile MP, who has campaigned for tenants’ rights, described the incident as “appalling”, adding that “clearly something needs to be done about all this”. Ajay Jagota has written to Mr Colville offering him the opportunity to discuss in detail possible measures the Government could take to reform UK tenancy.
The BBC investigation was broadcast in the same week Bolton Crown Court jailed agent Tahir Khan for 45 months for illegally keeping £130,000 in tenants’ deposits.

“It is a significant milestone that the mainstream media is picking up on a major scandal that could engulf the entire private rental sector at any moment.
“For too long it has been the industry’s dirty little secret that deposits can be used as personal piggy banks that companies can dip into at any time.
“In the age of insurance there is no need to take cash deposits at all, landlords are better off protecting their property from unscrupulous tenants in the same way they would protect their home.

“It’s ironic that all this news comes in the same week that ARLA has relaunched itself as the knight in shining armor who” stands up for consumer protection.
“That doesn’t seem to have happened this time. In fact, all that has happened is that any reference to this company, which customers put their faith in because they were ARLA members, disappeared from the ARLA website faster than their deposits!
