John Stewart, an affordable housing pioneer whose company became California’s largest low-income housing administrator, died Sept. 5 of liver cancer. He was 86 years old.
A bold, older man who built more than 6,400 apartments and managed more than 33,000 housing units, Stewart played a central role in building or restoring some of San Francisco’s most notable low-income public housing, including North Beach. Place and Hunters View often put together complex financing to make deals happen.

Carol Galante, a professor of affordable housing and urban policy at UC Berkeley and former president of Bridge Housing, said Stewart “did everything with a sense of humor, but behind that humor he was a man of incredible integrity.”
“He had a very big heart and was very passionate about making the world a better place,” she said.
Stewart grew up in San Francisco and Palo Alto and was a football and track star at Palo Alto High School, where he was Northern California Athlete of the Year in 1952, and majored in history at Stanford University. .
After college, he worked briefly at US Steel and then at TRW, an industrial conglomerate, where he spent 15 years in the company’s offices in Los Angeles and Houston. There, he became interested in housing construction and investigated whether the company’s aluminum panels could be mass-produced for affordable housing. This project did not work, but his efforts were noticed by the mayor of Houston, who asked him to create an affordable housing plan for the city.

In 1975, he returned to San Francisco to be closer to his three children, who had moved with his mother to Sonoma County after their divorce. Three years later, he started John Stewart with three employees. Now the company has 1500 employees.
Stewart says he was often drawn to Byzantium’s “brain injury” projects, which require a range of public and private funding sources. One of his early projects in San Francisco was the Mercy Family Plaza on Hayes Street, which was the first in California to take advantage of low-income housing tax credits and historic tax credits. It was opened in 1992. Around the same time, he built one of the Bay Area’s first transit-oriented developments, the 135-unit mixed-income Del Norte Place next to the Del Norte BART station in El Cerrito.
Stewart called himself a “resurgent Republican.” In 2012, he organized a “tax day” demonstration on the steps of San Francisco City Hall. He was joined by other wealthy business leaders who held up signs saying they would pay higher taxes. He called Tax Us.
“We’re a group that wants to pay more taxes,” he told the San Francisco Business Times at the time. “We are 5 percent. We’ve all had productive careers.”

London Mayor Brad said he met Stewart more than 20 years ago when he worked for the Treasure Island Development Authority. At that time, the John Stewart Company was appointed to manage former military housing on the base, part of which was provided to homeless families. Stewart and his wife, Gussie, worked to assemble new furniture and appliances so that families moving in would have fully furnished apartments, Brad said.
“That’s what made John special. His purpose was to truly improve the lives of those in need,” Brad said. “He was all about lifting people up and he cared deeply about the communities he was building.”

Jack Gardner, CEO of Jon Stewart for the past 19 years, says Stewart is particularly proud of several recent projects. One of them was 88 Broadway on the North Shore of San Francisco. It includes a variety of affordable housing types — seniors, family and middle-income — as well as units set aside for the formerly homeless. Stewart and his wife also run a child care center that is largely self-funded.

“He’s always come up with really creative ways to bring private capital to the good work that’s being done in the affordable housing sector,” Gardner said.
Another career milestone came two weeks before his death: final approvals to convert a historic cannery on the Santa Rosa Railroad Square into 129 units of affordable senior housing. It was a development Stewart had been working on since 1999.
John is survived by his wife of 40 years, Augusta “Gussie” Stewart; her children, Sarah Bloch of Cambridge, Mass.; and London, Jennifer Stewart, San Francisco and John H. Stewart Kingston, New York; and her grandchildren, Sophie Stewart Bloch of Brooklyn, New York, and Nicholas Stewart Bloch of Minneapolis.
