There have been changes to how Joint Base Myer-Henderson Hall operates during the COVID-19 pandemic. One thing that hasn’t changed, however, is making sure service members are fed.
When General James McConville was chief of staff, his command philosophy was simple – men first. JBM-HH Public Works Director Eric Cope said the design-build contract means the same contractor is the designer and construction agent. “They help us prepare project approval packages (and) a large approval form for a project like this,” he said. “(USACE) is making sure our (Establishment Management Order) request is in the approval pipeline. After we hand it over to the Corps, the Corps … helps with project planning, planning (and) execution. “

DPW and USACE are involved in pre-planning, planning and updating during the project. Cope said that in the preliminary stages, a proposal was made with an idea of what the DFAC would look like. The proposal, he said, had enough detail about what things would look like and what would be done to make sure they happened. Sometimes, he says, demolition is done during the design phase.
“It may not seem like anything is actually happening, but there’s quite a bit going on behind the scenes,” Cope said. “A record designer builds his design for approval. That design still needs to be approved. Once this design is approved, they will begin the construction phase.”
