The Jacksonville Treatment Center, formerly located on Bell Fork Road, is now at 291 Huff Drive due to parking issues. Parents in the neighborhood have noted their homes and children’s bus stops near the clinic.
Jacksonville Treatment Center Moves, Causes Nearby Parents To Worry
“I found out about it because there are so many petitions against it in the neighborhood,” said parent and neighbor Daniel Somra. “Many are worried about the situation. The clinic is literally at my daughter’s bus stop.”
Onslow County Schools Chief Communications Officer Brent Anderson said OCS removed the stop at the corner of Huff Drive and Carriage Drive, where the treatment center is now located. They also added two Stopson Carriage Drives at Bethesda Street and Old Post Court and Hough Drive at Carlisle Court.
Ryan King, Jacksonville director of planning and inspections, said the clinic needs to relocate for more parking. They tried to acquire property near their Bell Fork location, but were unsuccessful.
“According to the certificate of occupancy, Jacksonville Treatment Center is an outpatient opioid treatment program,” King said. “They provide counseling, physical exams and medications to people with substance abuse disorders.”

The City of Jacksonville and the Jacksonville Treatment Center are working together to try and alleviate the concerns of their neighbors.
“One of the concerns that they’ve pointed out is, basically, where you’re going to have elementary school kids walking on the sidewalk leading to the bus stop in front of that driveway,” Kings said. For the clinic first thing in the morning, there is some concern about people leaving or coming in, that way.
King said they talked to the clinic about moving the bus stop, and/or putting a gate around the building. Robin Mitchell, vice president of the treatment center, said they are more than happy to do some things to ease parents’ concerns.
“We’re more than happy to do it,” Mitchell said. “We all have kids, too. Our patients are kids. We all get it, and we just want to be good partners for the community. We have been for years. We work with the EMS crisis management team. . We do a lot for us. Community and work with many providers.”

King said the building was zoned for medical occupancy when it was built in 1995, and the clinic is medical.
“It was zoned for medical and I’m sure when they zoned it for medical, they didn’t think about, off the top of their heads, a methadone clinic,” said neighbor Bill Ross. “They probably thought of the doctor’s office.”
However, Ross said he supports the treatment center, and thinks it’s important to help people who need it.
“My concern is that the clinic will reduce the value of our homes,” Somera said. “Who wants to be neighbors with a methadone clinic? Still very upset.”

Mitchell said she doesn’t expect a negative impact on the community, because they serve the community. If anything, the effect will be positive.
“They want to come in, have a great provider, a great place to come, just like you or I are going to an OBGYN, or an oncologist,” Mitchell said. “It’s medical treatment, and how we see it. , and that’s how we hope the community sees it.”
“When you work in a program like this, and see the change and the positive impact, it’s eye-opening,” he said.
The city will continue to work with the clinic to decide the best ways to help ensure the safety of its children and neighbors.

“If there’s a way they can talk to the neighbors, that would be good,” Ross said. “The clinic itself performs an excellent service.”
