Hj Property Management – After being closed to the public since 2019, the Columbia Wildlife Management Area will reopen on May 16.
Knowlton Mayor Adele Starrs said Monday she was informed by the New Jersey Department of Fish and Wildlife that the 1,098-acre preserve will be open to the public after a multi-year project to remove the dam that created Lake Columbia.

Starrs said installation of new gates and other infrastructure will continue, along with trail and other trail improvements. Responsibility for the management area falls to the New Jersey Nature Conservancy, a nonprofit organization that coordinates the project along with the state Department of Environmental Conservation.

The area around Columbia Dam has been restricted since June 2018, when the Department of Fish and Wildlife began drawing the lake to remove the 18-foot-tall dam. The 43-acre lake was gradually emptied to allow the structure to be removed. The lake, which stretched up the Paulins Kill for about a mile and a half, became a memory for a year.
The area around the lake was restricted to allow stabilization of the riverbanks and re-vegetation of what had been the lake bed.
Built in 1909 by the Warren County Power Co., the dam provided electricity to the surrounding area as well as a source for collecting ice in the days before mechanical refrigeration.
Warren County Power Co . was absorbed by New Jersey Power and Light, which decommissioned the dam’s power plant, eventually turning the lake and surrounding acreage over to the state of New Jersey. The power station was restarted by an independent power company in 1986, but closed for good in 2016.

According to the Nature Conservancy, the lake has stagnated and blocked the natural migration routes of a number of fish species.
Within a year of the dam’s removal, American shad were seen in Blairstown, nine miles north of the dam site, according to Barbara Brummer, director of the Nature Conservancy’s New Jersey division. Brummer said this is an important step toward restoring the Paulins Kill to its natural state as a spawning ground for shad as well as other migratory fish species.
Removing the dam and restoring the river to its natural state is expected to start a domino effect that will benefit wildlife throughout the waterway as other animals in the food chain respond to the returning natural environment of the river ecosystem.
American shad spend most of their time in the Atlantic Ocean and head inland in the spring, traveling hundreds of miles along rivers and tributaries. The shad found in Knowlton and Blairstown would have started their journey in the North Atlantic and reached the Delaware River. Then a right turn at Paulins Kill with clear sailing at least to Blairstown.

Shad habitat is expected to expand with the removal of Paulina Dam, east of Blairstown. Like Columbia Dam, water-powered generators supply electricity to Blair Academy and much of rural Blairstown.
