Global Affairs Canada’s figure on the size and value of its real property portfolio abroad underscores the importance of real property. Specifically, the real estate inventory includes 2,149 Freehold and Crown Leased properties with an estimated restoration value of $3 billion, and 364 properties privately leased by staff.
The audit examined Global Affairs Canada’s decision-making process including how decisions are made, information and support throughout the real estate management life cycle (i.e. investment plan, acquisition, maintenance and operation, disposal), and progress made in response to recommendations. from past audits and reviews related to our audit objective.
Global Affairs Canada’s approach to managing the real estate cycle has evolved in recent years following recommendations from the implementation of recommendations from past audits and studies. Most of the proposals have been resolved, although some measures have been delayed or not yet fully implemented.

Several committees provide oversight for real life cycle management. Each committee plays a key role in the review and approval of investment plans, acquisitions, and disposal transactions.
The Department does not have asset management plans to support strategic investment planning. Estimated expenditure on building maintenance and improvement works is well below the Department’s target range, thereby increasing the likelihood that actual properties will not be maintained to an acceptable standard.

Real property information is stored in a variety of information systems, repositories and formats. Although some useful property information has been captured and specific performance measures developed, a comprehensive real property framework with a range of performance indicators is not yet available to support informed decision making. Furthermore, it was found that real property information is not always accurate, complete and fully utilized to inform real property investment decision making.
The audit concluded that although progress had been made in responding to the recommendations of previous internal audit and third-party reviews, more emphasis should be placed on completing those recommendations. Additionally, the Department lacks an effective and efficient approach to managing its real property portfolio. More importantly, significant efforts are needed to improve the quality of information used to make decisions in the life cycle of real property management.
In my professional opinion as the Chief Audit Officer, this audit was conducted in accordance with the Treasury Board Policy and Internal Audit Directive, as supported by the results of the quality assurance and improvement process. Adequate and appropriate audit procedures have been conducted, and evidence has been collected, to support the accuracy of the findings and conclusions in this report, and to provide a level of assurance audit. The findings and conclusion are based on a comparison of the circumstances, as they existed at the time, against the established auditing principles agreed upon by the management and are applicable only to the audited entity and the scope and period covered by the entity. audit.
