The redevelopment with the Detroit Housing Commission (DHC) included Brewster Homes, Harriet Tubman Apartments, State Fair Apartments, Sojourner Truth Apartments and Woodbridge Senior Village. FOURMIDABLE started cooperation with DHC in September 2007 and the renewed contracts represent the possibility of renewing the one-year contract.

Michigan’s Fourmidable Makes “affordable 100” List
Detroit’s Parkside Homes was the first federally funded public housing project in Michigan and Detroit when it opened in the 1930s. At that time it was only available to white residents. (Brewster-Douglass was the first federally funded housing available to black residents.)
Today, most of the 276 apartments in the development, called The Villages at Parkside, are vacant or in poor condition, despite the need for affordable housing in the city. The apartments in the villages are very affordable, and they are rented at amounts based on 30% of the tenant’s income. They are reserved for people who qualify for low- or moderate-income public housing.
Last year, the Detroit Housing Commission (DHC) announced plans to take over the struggling complex from its private owners in order to renovate it. The future of the villages looked bright for the first time in decades.
I started writing this article thinking I would find a story of enthusiastic residents and the revitalization of Michigan’s oldest apartment complex. But with some fact-checking and an evasive DHC, I discovered something else.

DHC has said it will now take full ownership of the complex, but its statements about its previous stake in the project have been misleading. In public meetings and statements, it gave up from the 1990s simply through public funding. But DHC has been the principal member of Parkside for decades, along with PH Venture Partners, a private firm, according to records in the Deeds Registry.
DHC said it will retain the same property management company that oversaw the Villages’ decline in recent years. DHC’s own governance history has been spotty — the commission went into federal receivership in 2005, in part because of poor maintenance of its properties.
For weeks, I tried to get DHC representatives to talk on the record about its ownership history and plans for the complex.
When my initial inquiries went unanswered, I visited DHC’s Jefferson Avenue office and waited at the employee entrance for a few minutes before someone greeted me. Their offices are currently closed to the public and the phone number they provide will send an automated message to the caller.

I also went through traditional media channels, and despite multiple interview requests or comments over several weeks from DHC Director General Sandra Henriquez, the commission responded by email after The Digi’s deadline, but did not answer my questions.
