Florida’s housing market is setting new price records almost daily, but thousands of homeowners and renters are burning out and can’t find anything they can afford.
Now, the emerging crisis is being talked about in the Florida Legislature, with lawmakers calling for action.
“We’re continuing this affordable housing crisis down the road,” said Sen. Gary Farmer, D-Lighthouse Point, who recently tried unsuccessfully to introduce new legal safeguards for any local government trying to impose rental limits.
“The bottom line is that the American dream is being lost to more and more people every day,” he added. “The gap between the haves and the have-nots is growing day by day.”

DeSantis to spend big: Aided by federal aid, Gov. Ron DeSantis is spending big in his $99.7 billion budget proposal.
Across Florida, the housing market has been rocked by a staggering double-digit increase in the sale price of homes. Meanwhile, monthly rents are rising to unaffordable heights, fueled by a swirl of concurrency trends.
A lack of housing supply, less land available for new construction and pandemic-induced changes such as remote workers arriving from more expensive countries have pushed up the price of affordable homes and rentals and forced builders to build higher-priced housing.

Foreign investors are buying more real estate in Florida, and even vacation rentals like Airbnb and VRBO are taking homes off the market for Floridians looking for a place.
Florida’s Republican-led Legislature has earmarked $2.5 billion for affordable housing over the past two decades, most recently seizing more than $200 million last year and using it for wastewater grants and public works projects to help cities deal with the effects of climate change.
The move last year — supported by current House Speaker Chris Sproles, R-Palm Harbor, and Senate President Wilton Simpson, R-Trilby — was to permanently divert funds from the state’s Affordable Housing Fund, an innovative program established in 1992. The late Democratic Gov. Lawton Chiles, but was recently used as a piggy bank by lawmakers seeking dollars for pet projects.
While more than $4.5 billion has been used over the years to help local governments build and repair housing and provide rental and mortgage assistance to Floridians, demand far outstripped the dollar — even before the last housing boom hit Florida.

This spring, lawmakers appear poised to spend $380 million on affordable housing — the largest single-year injection since 2008. Housing leaders say they welcome the money, which could help the overheated market.
But it will take time, they admit. And it does little to help the millions of Floridians who consider housing unsustainable or costly, meaning they spend more than 30% of their income on housing.
Many actually spend 50% or more, especially those who live in high-end tourist areas and work in retail, restaurants and other service sectors.
A study by Apartment List, a housing analysis firm, reports that Florida leads the nation in rental affordability, with nearly 57% of all renters considered cost-burdened.

More than a third of households rent from the state. And for low-income Floridians, the situation is even worse, with 79% of them spending more than half of their income on keeping a roof over their heads, according to the National Low-Income Housing Coalition.
Four Florida metropolitan areas — Tampa, Orlando, St. Petersburg and Miami — are among the top 11 cities on the list of apartments with the highest rental rates last year. Tampa was second only to New York with a 33.5% increase in rents. Last January and now.

At the same time, wage growth in the state is below the national average. A study by the Shimberg Center for Housing Studies at the University of Florida shows that the gap between wages and housing costs is widening.

Shimberg found that in much of the state, a two-bedroom apartment costs $1,270 a month to rent, requiring renters to make $24.43 an hour. With a state average wage of $17.26 an hour, many workers can’t afford it.
“The fact that incomes and housing prices have been flat, it’s become a real structural problem in the market,” William O’Dell, director of Shimberg, told a Florida Senate committee recently.
“In addition to extremely low- and low-income households, particularly renters, we have seen a slow but steady increase in the proportion of high-income households who are also experiencing a cost burden. This problem continues to grow,” O’Dell said.
These disparate economic forces also have polarizing political power, giving Democrats a line of attack against the state’s governing Republicans.

Gov. Ron DeSantis cites Florida’s influx of up to 900 residents a day as evidence that out-of-state residents are drawn to what he calls the “free state of Florida.”
“Florida has become an escape hatch for those struggling under authoritarian, arbitrary and seemingly endless mandates and restrictions,” DeSantis said in his State of the State address at the opening of the legislative session last month.
While DeSantis recommends putting the full $385 million into the Affordable Housing Trust Fund, it also offers a $40 million down payment assistance program for those who need help buying.
But by removing another $15 billion in budget reserves, DeSantis also forced his three main Democratic gubernatorial rivals, U.S. Rep. Charlie Christie, to do more for the governor.

Crist said he would rescind last year’s law that would have diverted more than $200 million from the state’s affordable housing funds, a measure that would continue to earmark money for housing this year.
“The incoming Christie administration will not stand by as politicians cut money and resources for working Floridians while our neighbors suffer,” Christie said. “Whether you’re a homeowner or a renter, Floridians should be able to live in Florida. period.”
Farmer, the Lighthouse Point senator, joined other Democrats in calling on DeSantis to enact a housing emergency that would allow a state law that prohibits price gouging to be used to help Floridians facing large rent increases.

Legislation sponsored by the Florida Housing Finance Corp. would give the state-backed agency more ability to move quickly to finance affordable housing developments (SB 196, HB 137).
Other bills (SB 1150, HB 495) would allow local governments to offer property tax incentives to developers who include a significant proportion of affordable housing in their major projects.
But what looks like the Legislature’s primary housing push (HJR 1, SJR 1746) will bring a constitutional amendment to voters this fall that would create an additional homestead exemption between $50,000 and the assessed value of a home.
