Saving money takes money, and two large Lamoille housing projects in Stowe and Morristown plan to spend more to make sure their tenants don’t have to.
Last week the company announced plans to build 14 affordable apartments on Maple Street in Stow, ranging from $680 to $993 a month.
According to Jim Lowinski, the partnership’s executive director, there’s a big difference in how his company and a private developer approach housing. The latter, he said, are building units that they intend to rent and make a profit, so they try to build as cheaply as possible. And there is no limit to how much they can charge for rent.
A housing partnership is structured to hold properties in its portfolio permanently. Liens on properties owned by the partnership “so we could never sell them if we wanted to,” Lovinsky said.

Because the company’s properties are built “more than people need,” it costs more to build or renovate to be as energy efficient as possible, with better windows and heating and ventilation systems.
Lovinsky credits Graham Ming, the current owner of the Maple Street properties.
During a recent Stowe Selectboard meeting, board member Nick Donza, the developer, questioned why it would cost so much to develop the Maple Street property.
“So, is it worth putting your money in Stowe and reducing how many people you can help in Lamoille County because it gives you diversity of location?” Donza asked.

Lowinski said Stowe needs housing for people who work in the city but can’t afford to live here. Even in one of Vermont’s most affluent towns, he said, there are people living in hotels and camping in the woods.
The last project brought to Stow was the Lamoille Housing Partnership — 36 units of affordable housing on Sylvan Park Road, located in the lower village on South Main Street, he said.
That plan was originally brought to the city’s Development Review Board in 2002, proposing 42 units in six buildings, but was rejected when the review board agreed with opponents that the massing and density didn’t mesh with the character of the area.
Four years later, in 2006, the board approved a plan for 36 units in 18 buildings.

“We got bad pushback on Sylvan Woods, but we got through it and now it’s a model community,” Lowinsky said.
The housing partnership is seeking $500,000 from the Vermont Community Development Program to fund the Maple Street project — it already has a $2.7 million commitment from the Vermont Housing and Safety Board and has applied for low-income housing tax credits.
The city will only act as an approval for the funds, but Stowe needs a public hearing to request the $500,000 scheduled for Sept. 13.
Lovinsky said the 14 units on Maple Street could be occupied within a year if all goes according to plan, with Mink already having a third of the three buildings built.

According to a report released last week by the National Low Income Housing Coalition, a person would need to earn $23.68 an hour, or $49,258 a year, to afford a modest two-bedroom apartment in Vermont. That means Vermont has the 16th most expensive housing wage in the nation — the hourly rate a full-time worker must pay to rent a safe home without spending more than 30 percent of their income. Among rural areas, Vermont ranks eighth on the list of most expensive housing wages.

The 2021 version of the report, titled “Out of Reach,” uses data from 2015-2019 and therefore does not take into account the economic downturn of the past year and a half.
