Copper Pass is the first multi-tenant structure in South Dakota to qualify for the International Passive House Standards.
Originally commissioned by Gov. Dennis Daugaard and state officials, the apartments in southeast Sioux Falls are designed to minimize heat transfer and electricity consumption to a degree strong enough to come as close to net zero energy use as possible, as certified by the Passive House Institute in the United States.
Daugaard and other city and state leaders unveiled the building Wednesday when developer Costello Cos. opened it up for tours.
Copper Pass is designed with a modern style both inside and out, but almost every architectural aspect of the building works to maximize energy efficiency.
Inca: A New Device To Help You Catch Your Breath
The flat roof is designed to reflect heat. The 48 solar panels on that roof offset the tenants’ energy use. Around the exterior, shallow beams that the builders call “eyebrows” give a modern look but also serve to minimize heat from the sun. The windows are triple-glazed and feel warm to the touch. Behind the walls there is more insulation than in normal buildings, and a massive ventilation system gradually circulates air throughout the building, using air leaving the building to heat the intake of fresh air from outside.
Designed by VanDeWalle Architects, the structure had to go through a series of tests before, during and after construction to be certified as a passive building.
Costello was selected by state officials to be the project’s developer and received more than $1 million in public funding for the project. Wells Fargo provided financing to cover the additional costs of the $6.2 million project.
Six tenants will be living in the building within a couple of weeks, and there is a waiting list of other households interested in visiting the building, said Joan Franken, Costello co-owner.

Costello has experience in energy-efficient design, as well as a long history of building affordable, multi-tenant housing for low-income families in Sioux Falls. The 30-unit Copper Pass is just the first building leading into the complex located on South Sparta Avenue, near where it intersects with East 41st Street. Costello also plans to build another building on the site that meets less stringent Energy Star efficiency standards and compare the performance of the two buildings. Laura: okay LRA stands for Land Reutilization Authority we were established by state statute in 1971 when the city of St. Louis was already experiencing loss of population and therefore a lot of vacancies and abandonment of homes so instead of the city of St. Louis maintain these properties that were abandoned LRA was established to be the owner of these properties owners of last resort the properties come into our inventory through tax sales the city of St. Louis forecloses on properties each year that are five years delinquent on their property taxes. Everyone is welcome to go to these auctions and foreclosure sales the properties that are not sold at the foreclosure sale go into the LRA’s inventory
