The goal of the series is to further USAID’s understanding of why the outcomes of completed water, sanitation, and hygiene (WASH) activities have been sustained or unsustainable. This evaluation examines the sustainability of selected components of the USAID/Indonesia Environmental Services Program (ESP) implemented in 2004–2010. Among other goals, these activities aimed to improve the health and livelihoods of Indonesians by improving and expanding access to key environmental services.
Continuing the program seven years after its end, this evaluation examines the sustainability of ESP’s capacity-building efforts with Indonesia’s municipal water utilities, known as Perusahaan Daerah Air Minum (PDAM), and financial mechanisms to improve utility management and increase access to water in urban areas . The findings of this evaluation will assist USAID and urban water implementers (in particular the similar follow-up project Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan Untuk Semua (IUWASH PLUS)) in identifying areas for improvement in project selection, design and implementation to ensure long-term sustainability and improve accountability in front of interested parties.
