Rusty Bucket BBQ & Tavern owner Matt Finlay is concerned about what Gov. Greg Abbott’s reduced capacity order means for his restaurant on West Industrial Street.
He said Friday afternoon that a concert with Texas country musician Casey Donahue would go on as planned Friday night — the venue usually holds 2,019 people — but he expected to lose money.
Restaurants may remain open for dinner service — but at a capacity of no more than 50 percent of the number of residents listed as of Monday. Restaurants are currently operating at 75 percent of listed residents.

“I don’t want to put a dollar amount on an interview, but it costs us a lot of money,” Finley said. “We’ve bought everything food-wise and drink-wise because he (Gov. Greg Abbott) looked at the numbers the other day and said he can’t shut us down after the Fourth of July. So we’ve got a lot of stuff now that half of it might be bad.”
Finley said he disagrees with the decision and believes the coronavirus numbers are being distorted. The Midland Health Department reported 563 confirmed cases Friday. The State Department of Health Services reported 137,624 on its website Friday.
Finley said Friday that he personally knows people who have tested positive and been retested to be cleared to return to work.
“I think the numbers are skewed,” he said. “People are getting tested again and those numbers are driving everything up. … The numbers are not correct. If you’re scared or old or sick, stay home completely, but I don’t think you can keep everyone in. I know of five restaurants that won’t reopen with this initial closure. So how long is this one going to close before the next one is over?”

There are other restaurant owners who believe another setback could have a negative impact on restaurants across the Midlands. Abbott’s executive order Friday essentially shuts down establishments that account for more than 51 percent of gross receipts from alcohol sales, which concerned bars. The businesses may remain open for delivery and pickup, including alcoholic beverages, as permitted by the Texas Alcoholic Beverage Commission.
The Rusty Bucket BBQ and Tavern has been open for eight months, and this is the second time the government has tightened its ban on the Finley business.
“We will survive but it will be difficult and some places will not survive,” he said. “All you are doing is killing your state by doing this. It should be left to the people.
With only half of the business, Finley says he can’t afford to run a full staff.

“You can’t even be out of work,” he said. “We’ve separated our desks more and we’ve taken seats. But in the end, I don’t know if I’ll be able to keep everyone on my staff.
“We’re not shutting down the troublemakers and everything that goes on in the community, but they want to shut down the business owners who are trying to help the community thrive,” Finley said. “I don’t agree with it.
