BLS & Co. represented Citigroup on projects in North America. We were able to develop and implement an incentive strategy for two mirrored 300,000 sf data centers, one in Ohio and one in Texas. In both locations, incentives included real and personal property tax abatements. In Ohio, BLS & Co. built unique state funding, including the creation of a port authority.

Jay Biggins leads the firm’s national corporate relationships, including advising clients on overall site selection, relocation and promotion strategies, managing large projects involving complex competitive multi-site strategies and offering expert advice on incentive structures to facilitate client objectives. He also serves as an advisor to public sector economic development organizations.
Prior to founding BLS & Co., Jay served as Senior Vice President and CFO of the real estate subsidiary of Dyson-Kissner-Moran Corp., a diversified developer focused on corporate construction projects and large urban projects. in public-private partnerships. He also served as Executive Director of NYC’s Office of Economic Development and was later appointed Commissioner of Ports, International Trade and Commerce. In these roles, he was responsible for promoting private investment in New York, managing the financing of large-scale development projects (totaling over $1 billion) and leading trade/investment missions to European and Asian markets.

Jay Biggins received his BA and BS from Rutgers University and is a member of the District of Columbia Bar.
He has served on the editorial advisory board of CoreNet’s Corporate Real Estate Leader magazine and Site Selection magazine, and has published articles on a wide range of incentive and site selection topics. Jay is affiliated with the Industrial Asset Management Council (IAMC), the Commercial Real Estate Development Association (NAIOP), the International Economic Development Council (IEDC), and CoreNet Global.

BLS & Co. CEO Jay Biggins spoke with Site Selection Magazine about what Intel’s huge investment in Ohio means for the Midwest and beyond. With a passion for creating value in real estate, Jay owns multiple apartment communities. Jay has successfully completed over 120 sales transactions since 2001 in the following states: Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, and Mississippi.

Steve Powell is the Executive Chairman of SitusAMC (formerly Situs). Steve has over 36 years of real estate experience, 29 of which have been spent at Situs and affiliates.
Prior to being appointed Executive Chairman of Situs AMC, Steve served as President and then Chief Executive Officer of Situs. During his tenure in these roles, worldwide assets under management grew from $15 billion to $175 billion. He was the chief architect of the company’s growth strategy, sales and marketing. Supported by a very talented management team, Steve sponsored the creation of Situs University, a structured in-house education platform; Situs’ Consulting Staff Solution; Situs’s Financial Services Solution; and Situs’ Platform Solutions, a unique client-focused business model that has become the accepted standard for transaction execution in the commercial real estate capital markets industry. He also helped accelerate the firm’s digital foundation, overseeing technology investments that led to process improvements and helped advance Situs’ professional services offering.

In 2004, Steve led the company’s expansion into Western Europe and Asia. He also championed the company’s M&A activities, acquiring RERC, a third-party valuation oversight firm for banking and institutional real estate, and HPI, Europe’s leading NPL servicer. In addition, he oversaw the company’s expansion into the residential mortgage market with the acquisitions of The Collingwood Group and MoutainView Financial Services. In 2019, he contributed to the integration of Situs and AMC to form SitusAMC, the industry’s most comprehensive provider of consulting, outsourcing, talent and technology solutions across both the commercial and residential debt and equity lifecycles.
Letty Biggins has been in the real estate industry since 2007. He has successfully acquired, repositioned and stabilized approximately 50 multi-unit apartment communities.
Tim McLendon works as an analyst at Eastside Equities, identifying and evaluating prospective acquisitions. He holds a bachelor’s degree in finance and economics from the University of Pittsburgh. He is currently working toward a certificate in commercial real estate analysis and investment from the Massachusetts Institute of Technology (MIT), expecting to graduate on June 19, 2019. Logistics broker for a private freight management company. He understands the driving forces of business and sees new challenges as opportunities for success.
Sharon Harrelson has 22 years of experience in affordable residential real estate and currently focuses primarily on all aspects of operations and property management at Eastside Equities & Multi Housing Management. Eastside Equities has been involved in the acquisition and/or disposition of more than 70 apartment communities in the Southeast region of the United States.

Sharon is nationally certified as a tax credit specialist and has overseen the management, operations and compliance of thousands of multifamily housing units. His experience also includes real estate acquisition and management of apartment communities in Tennessee, Virginia, North Carolina, South Carolina, Georgia, Florida and Texas. Current focus includes new additions in Alabama, Mississippi and Louisiana.
Sharon works closely with VHDA, NCHFA, SCHFA, as well as other state and federal regulatory agencies and has received extensive training in North Carolina and South Carolina. Sharon has an outstanding record of successfully completing annual audits every year for the past 9 consecutive years.
Interested in HUD Compliance and Real Estate, Jim Kosiara has been in the multifamily and management industries for over 23 years. For the past three years, Jim has been building his HUD Consulting business and guiding managing agents and owners through the HUD approval process. developing and maintaining HUD database content, mitigating HUD flag violations, developing Affirmative Fair Housing Marketing Plans (AFHMP), Limited English Proficiency/Language Assistance Plans (LEP/LAP), preparing site team members for upcoming MOR & REAC inspections, and responding to any violations and inquiries. Jim works closely with HUD Program Managers and local agency contract administrators nationwide to ensure program compliance for all HUD-related managed assets, including conventional FHA insured and Section 8 HAP assets.
In early 2019, Jay Biggins hired Jim as a consultant to obtain HUD approval for his acquisition of Rivergate in Tampa, Florida, and in July 2020, the two partnered to form Tenement Managing Group LLC, now HUD is an approved management agent.
