Harris is now angry that the private company Louisville Metro Housing Authority and property manager CT Associates, which acquired the 17-unit complex on Heifer Road in July 2020, have not responded adequately.
Maryland-based CT Associates came under fire last week for unsafe conditions at H. Temple Spears, another housing authority property it manages in west Louisville.
Lisa Osanga, executive director of the housing authority, said she was aware of the circumstances and declined to comment on Harris’ complaints, citing tenant privacy restrictions.
Over the past few weeks, The Courier-Journal has visited apartments at the Harris complex to meet with residents concerned about maintenance delays. Reporters reviewed the documents and spoke with Osanga to learn more about maintenance in public housing.

We learned that the Housing Authority prioritizes health and safety risks, such as mould. But the agency allows for-profit contracting companies to set their own maintenance schedules and policies.
Osanga said while the LMHA tries to investigate “emergency situations” within 24 hours of being reported, contractors are not required to follow that standard.
Harris said he reported the problems to CT Associates and the city’s code enforcement department shortly after he moved in, but didn’t receive a work order for the mold until late June. He said no major repairs have been done since then.
CT Associates later offered to transfer Harris to another unit, but Harris said she refused because it would put her closer to a domestic violence offender she was fleeing.

By August, when CT Associates informed Harris that it would send a contractor to her apartment to remove the mold, Harris refused. He told reporters that he was irritated that it had taken him months to reach that point and decided to make a move for his own good.
The Housing Authority of Louisville owns more than 4,000 units designated for low-income residents and contracts with private companies to manage 1,100 of them.
Osanga said when maintenance issues arise at any LMHA property, tenants should contact their landlord and create a work order. Health and safety issues – including mold – are usually moved up the list.
Most molds are non-toxic, and the federal government does not regulate exposure limits as they do for lead. But mold can affect people with allergies and trigger asthma attacks, according to the U.S. Centers for Disease Control and Prevention.

Osanga said that in cases where mold is present, a maintenance worker will assess the situation and if testing is needed, LMHA will bring in an environmental consultant.
If mold is found to be a health hazard, an environmental remediation company will remove the mold, which could include relocating the tenant, he said.
Osanga said the housing authority’s maintenance team will also work to address problems that have created mold, such as leaks in the roof or pipes.
Osanga described his agency’s process as “best practice” and said the LMHA expects private property managers to have similar policies.

“I want us to be in that unit to identify if we really have an emergency and address that emergency within 24 hours,” Osanga said. “That’s the expectation, whether we do it or manage it personally.”
The management agreement between the housing authority and CT Associates states that the property manager must keep units in “acceptable” condition and “investigate all service requests from residents.”
“Emergency requests” must be serviced on a 24-hour basis, and serious complaints will be reported to the housing officer after investigation by the property manager.
Osanga said repair times for non-urgent issues can vary depending on whether the property has on-site maintenance personnel or shares personnel between sites.
