Efforts to end homelessness in Rockford have been recognized nationally. Community members have reached a “functional zero” of veteran and chronically homeless populations. Now the focus is on other populations.

“Functional zero” means that a list of people seeking housing does not exceed a certain number and that no one remains on that list after a certain deadline.
According to Rockford’s Community Action Agency, it will take partnerships with property owners to reach a goal of functional zero for all homeless populations by 2020. The group, which serves as part of the city’s Department of Human Services, recently hosted a landlord engagement night.
Mary O’Sullivan-Snyder said she operates about 62 units with “thinking people” in east Rockford. She is the vice president of the Rockford Apartment Association, and came to the engagement night with her husband.
She said her family’s rental company does not currently work with the Agency. They rent temporarily for business to people in town. She said they also rent to those using housing voucher programs like Section 8.

“You always hear horror stories,” she said of her experience as a landlord. “But you don’t hear about the tenants who have been with you for 12 and 15 years who send you Christmas cards,” she said.
Those who need housing come through the Community Action Agency and become clients. Their downtown Rockford address serves as the single point of entry for clients to begin the process of joining a housing program or service in Winnebago, Boone, and most recently, DeKalb County.
Clients may be in need of emergency shelter or fleeing violence. Perhaps they are literally homeless, or they may be facing eviction. The agency’s role, in partnership with other regional organizations, is to house them and walk with them through whatever issues arise in maintaining that house.
“So they understand the repercussions of a Q-tip in a toilet, grease down the drain, what do you do with the grease. You have to give them real training,” she said.

This matters to her because landlords usually foot the bill for tenant damage. However, landlords working with the agency can speak to a specific caseworker in times of conflict to mitigate communication and financial issues.
“There’s going to be a risk in anything you do,” said participant Zaram Bukhari, of AZB Property Management. “I like the fact that there’s a sense of a big brother helping the homeless individual get back on their feet,” he said.
“I just came here today, just so I can refine what we’re doing on our business with their organization to try to help and [homelessness] in Rockford,” he said.
For example, business may include subsidizing someone’s rent or utilities temporarily, or connecting tenant clients with a job so they can support themselves long-term.

Rockford’s community has achieved significant goals in the past with this model. They want to continue to work in great strides. The Agency’s most immediate goal is to end youth homelessness by the end of this year.
“It’s going pretty well. It’s not happening as quickly as I would like. I have to remember that they have lives too, they have kids, a lot of trying to find work,” she said.
She said this goal is different from other functional zero goals because for the youth, functional zero simply means that: zero. And the number of youths she works with now is almost 20, she said.
Functional zeroing efforts are focused only on Winnebago and Boone County rates, according to Angie Walker, Housing Advocate with the Division of Community Services. Walker said Rockford is further along with this goal than other communities. “Most communities are not that close,” she said.

McCanse said 18- to 24-year-olds also need some life skills training because they are young. She says homelessness is a pattern of life for a majority of her clients, and individuals did not have the support they needed.
“And when you turn 18, to say, ‘Ok – boom – you’re an adult, get a job, get an apartment, budget your money, be responsible,’ it doesn’t work that way – that a lot of us skills are learned qualities. And if you haven’t learned those qualities, of course you’re going to flounder, and you can definitely end up homeless,” she said.
On a similar mission, Rockford’s Shelter Care Ministries checks the rates of homeless families. Shelter Care is led by Sarah Parker-Scanlon, the group’s executive director.
“It’s just you have so many other moving pieces [when you host families],” Parker-Scanlon said. “There are just additional barriers to obtaining housing, and then maintaining it,” she said. Some of these obstacles include finding stable child care and making efforts not to move children around subsidized housing too much while attending school.

Shelter Care also manages Jubilee Center and MAYA’s House. She said she is seeing the effects of Winnebago County’s calculated and precise housing efforts.
She added there is also greater access to housing voucher programs, which are distributed by the Winnebago Housing Authority.
“Just this year, I’d say there’s been more people in six months for Shelter Care receiving Section 8 vouchers than I’ve seen in, you know, 15 years before,” she said.
On average, she said, there are more than 30 families enrolled in their agencies’ programs at any one time. She said African-American families are disproportionately represented in her organization’s housing programs.

Teamwork is key to achieving this community-wide homeless goal, she said. Parker-Scanlon said agencies in the region are doing well.
“We’re willing to reach out and help people get assistance elsewhere. And I think that’s really important. We can’t all work in silos or act like, ‘Oh, we’re the only ones who know how to do this. to do, and we’re going to do it best,” she said.
Rockford has the highest rate of eviction in the state, according to researchers from the Eviction Lab, researchers say 2016 data shows that about 3 households are evicted each day.
“What’s behind it?” said Parker-Scanlon wondering. “I think it’s a good conversation. And it’s part of — We’re not connecting people who are close to eviction with homeless prevention. Don’t we have enough funding for that?”
