SACRAMENTO, Calif. (AP) — The two-year-old death of a former Homeland Security official who spawned right-wing conspiracy theories was ruled a suicide Wednesday by a Northern California sheriff’s coroner.
Evidence found during the inquest into Philip Haney’s death has now prompted a new investigation into how he obtained the “sabotage” documents.

Haney, 66, was found dead of a single gunshot wound on February 21, 2020, in a parking lot and drive along a busy state road in rural Amador County, east of Sacramento. He was a former DHS national security official for 15 years and a self-described whistleblower critical of President Barack Obama’s administration.
Haney’s death was controversial enough for the Amador County Sheriff’s Office to bring in FBI crime scene investigators and other analysts to assist.
Investigators discovered that Haney had left a suicide note with a signature that a forensic analysis determined was in his own handwriting. The gun used was tracked down.
He also left behind carefully arranged financial documents with instructions on how he wanted his assets distributed, according to investigators. And Hani delivered his pots the day before he was found dead.

“After a thorough review of the evidence collected and processed by the Sheriff’s Office and the FBI, the Sheriff’s Office has determined the manner of Mr. Haney’s death to be a suicide,” said a statement from Sheriff Gary Redman’s office. “This case has been classified as closed.”
Haney published a book in 2016 titled “See Something, Say Nothing: Homeland Security Officer Exposes Government’s Capitulation to Jihad,” which argued that the Obama administration had failed to act against terrorism.
He testified before the Senate Judiciary Subcommittee and appeared on Fox News’ “The Sean Hannity Show” the year his book was published. His death prompted conspiratorial speeches from Iowa Republican Representative Steve King and another GOP congressman on the floor of the House of Representatives.
“He was targeted because of everything he knew about Islamic terror cover-ups,” King tweeted at the time. “Phil Haney didn’t kill himself.”

After Haney’s death, the FBI’s analysis of numerous thumb drives and a personal laptop in Haney’s car determined that “many documents found were the property of U.S. Customs and Border Protection,” according to the sheriff’s detailed account of the death investigation.
The sheriff’s office said it turned over Haney’s laptop and three thumb drives a month ago “for investigation into violations of CBP policies and numerous United States codes.”
“We may have more details as the investigation progresses, but for now we can’t say anything,” added Ruiz.
FBI spokeswoman Gina Swanky said her agency assisted the sheriff’s office in the investigation, but it was not an FBI investigation. She declined to comment, deferring to the sheriff’s office.

The sheriff’s office described several reasons why it concluded Haney killed himself less than three miles (4.8 km) from where he lived in the trailer.
Investigators found his car parked next to his body, with the suicide note on the dashboard that FBI analysis found was signed by Haney. He appeared to have fallen from a folding chair after shooting himself, the sheriff’s office said.
An autopsy found no other “suspicious trauma” and no pre-mortem injuries indicating he “was involved in any type of altercation,” the sheriff’s office said.
The US Bureau of Alcohol, Tobacco, Firearms and Explosives traced the unregistered gun to the last registered owner, who lived in Georgia. He told investigators he was a friend of Haney’s and had sold Haney the weapon about five years earlier.

Haney’s trailer in the trailer park was “clean and well organized,” the sheriff’s office said. The personal and financial paperwork was “neatly arranged on the kitchen counter, some containing instructions for how Mr. Haney wanted his assets distributed,” the sheriff’s office said.
A neighbor told investigators that Haney “seemed depressed lately” and had given the neighbor his flower pots the day before he died. All land in the unincorporated portion of Amador County is included in one of three fire danger severity zones (moderate, high, and very high) as determined by the California Department of Forestry and Fire Protection (CAL FIRE). CAL FIRE is required by law to map these areas based on information including fire history, existing and potential fuel (natural vegetation), terrain, typical weather patterns and other relevant factors. These zones are designed to influence how people build buildings and protect property to reduce the risk of wildfires. The zones are also used to implement wildland-urban interface construction standards, natural hazard real estate disclosures, meeting 100-foot defensible space requirements around buildings, and preparing land development standards such as road design and water supply.
