But longtime real estate experts are cautious. In recent years, industry and homeowners have been so battered that no one is ready to declare that the worst is over.

The median sales price of a single-family home in Muskegon County was $90,877 in 2011, up 13.6 percent from $79,959 in 2010, according to an analysis by David Medendorp of ALT Realtors and Property Management. Medendorp used data from the Muskegon County Deeds Office and the South and West Michigan Regional Data Center – a database of area Realtor associations.
Muskegon County’s 2009 median sales price was $76,309, a Great Recession low. The average sales price for 2011 is down 18.3 percent from the 2005 peak of $111,299.
“I think it’s below the market, but I see it staying there for a while,” Medendorp said. “We’re seeing a lot of people kicking tires, but they’re not in the market yet.”
The turnover in median home sales prices is also seen in Ottawa County, which ranks second among the nation’s 384 cities, according to the California-based real estate research company. Ottawa County saw home values rise 11.89 percent in the first 10 months of 2011, according to CoreLogic.

“All the reports coming out have been positive and the department’s activity is high,” said Dale Zahn, chief executive officer of the Grand Haven-based West Michigan Lakeshore Association of Realtors, which serves the Holland, Grand Haven and Muskegon markets.
“I’d say this market is down and up, but it’s too early to get excited about the trend,” he said. “However, we are heading in the right direction.”
Muskegon County’s total sales in 2011 were 1,753, compared to 1,843 in 2010. The number of home sales remained strong during the recession, but in 2011, the number of homes sold for less than $50,000 decreased and the number over $200,000 increased.

“The biggest concern is jobs and keeping all of us employed,” Carlston said of Muskegon County’s unemployment rate dropping to 8.4 percent in November from a 15.7 percent drop in July 2009.
“If you’re buying a home, this is the best time to hit the market,” Carlston said. “Prices are down and interest rates are the best in my career.”
Medendorp said he suspects there is “pent-up demand” for homes in the Muskegon market, with many people looking to sell and move unable to sell their current homes. Many people put the hammer of the recession on home prices, with home values lower than mortgage debt.

“It’s a huge, huge problem right now,” Medendorp said. “People can’t sell their houses.”
Rather than stay in foreclosure, many people, even those with a strong history of paying bills, decide to move away from their homes. Such “strategic defaults” are expected to keep mortgage foreclosures high and lower home values as bank values depreciate.
The foreclosure business has declined since last year, as evidenced by the sheriff’s action — a sheriff’s lien that will sell the property to satisfy a court order. The number of Muskegon County sheriff’s jobs in 2011 has decreased from 064 to 906 since March 1, 2010. Sheriff’s cases peaked at No. 1 in 2008 at 172, but fell to 640 in 2003.
Muskegon real estate professionals are seeing a surge in mortgage foreclosures as some homeowners and financial institutions increase their foreclosure activity. Foreclosures have partially declined in 2011, real estate experts say.

“It will take us a long time to sell the foreclosure inventory,” Medendorp said.
